That is not necassarily what Mormon thought or anyone else (though it could be, of course). It all depends on how history is looked at. You could say we had peace during the entire Clinton administration since we never really had a "war." However, we had the conflict in Bosnia and another in Haiti that our troops were involved in, not to mention pulling out of Somalia.
